Drug shortages are a growing problem in the Netherlands. These are situations where certain medicines are temporarily or permanently unavailable. This can be due to various reasons, such as production problems, quality problems, distribution problems or an increased demand for a particular medicine. 

Fagron reports all import products to Z-index for easy ordering, enrolment and declaration. Ordered before 17:00 is delivered by 08:00 the next working day, without additional shipping or transport costs.

Imports under general import licence 
(shortage decision)

As of 2018, the IGJ can issue a shortage decision in the event of a nationwide critical shortage. This is a general import authorisation for manufacturers, wholesalers and pharmacy holding companies to import a similar registered medicine. It does not require a medical statement. In 2019, Fagron will start importing medicines to provide a solution for pharmacies in the face of many drug shortages.

How it works

If there is a long-term critical shortage, the IGJ issues a shortage decision. Fagron then investigates the possibility of importing the product. If a suitable product is found, it is purchased and stocked. When the product is introduced, customers are informed via an e-news. Would you like to receive our e-news? Then sign up here. Import with medical certificate

When a product is withdrawn from the market, it is no longer considered to be in shortage. Therefore, no shortage decision will be issued. The product can then only be supplied with a doctor's certificate. In 2021, Fagron started to offer imported products with a doctor's certificate. Fagron now has permission to supply 7 products with a doctor's certificate. In this way, we can continue to offer a solution for those patients for whom there is no longer a suitable medicine available.

How it works

In order to be able to supply the product under a physician's statement, an application for import under a physician's statement must be submitted to the IGJ. This requires a fully completed physician's statement and the SmPC of the product to be imported. The IGJ has a statutory maximum of 8 weeks to process the application. In the event of a life-threatening situation, an emergency procedure can also be initiated. When submitting the application, it is possible to specify the latest date by which the application should be processed. The application must also include a justification as to why the situation is life threatening.

Consent at the indication level

If the IGJ grants approval at the indication level, Fagron can supply the product to pharmacies that will dispense the product to patients for that specific indication. For delivery to the pharmacy, we therefore also need a doctor's statement. Fagron checks whether the indication on the doctor's statement corresponds to the indication for which the IGJ has given its approval. If this is the case, the order is delivered. For each new patient for whom the pharmacy places an order, a doctor's certificate must be submitted to Fagron.

Consent at patient level

If the IGJ grants approval at patient level, Fagron may only market the product for the patient whose doctor's statement has been submitted to the IGJ. Therefore, if there is a new patient with this indication, separate approval must be requested from the IGJ. Patient-level approval is usually granted for off-label indications. Fagron reports all imported products to the Z-index for easy ordering, registration and declaration. Orders placed before 5pm will be delivered by 8am the next working day with no additional shipping or transport charges.
